 A trial project of Implementation Method for the Qualification Authenticity of the Credit of E-Commerce Enterprises in China Electronic Industry was launched in March 2010. The project, the first standard for qualifying authenticity of the credit of suppliers in an industry, aims to incorporate the credit information of both electronic industry and e-commerce into the credit system of commercial sector, to establish a united nationwide resource sharing structure for these two sides, and to form an effective online credit system for enterprises and individuals to supervise and restrain each other. The content of authenticity standard covers the complete procedures in online trading including online traders’ corporate capacity, business information publish and spread, traders’ reputation, services system and so on for the purpose of promoting healthy development of e-commerce.

Administrative Methods for the Qualification Confirmation of Normal VAT Taxpayers, announced by State Administration of Taxation, will come into force on March 20, 2010.

Since March 1, 2010, the “148” legal service special line has implemented lawyer watch system in Shunyi District, Beijing. Lawyer volunteers will come to judicial department in Shunyi District to answer the phones. This system is a new measurement in legal aid to step up the service at legal inquiry windows in Shunyi District and to improve social harmony.

Credit rating is closely associated with enterprises’ debt paying ability. Credit checking, otherwise, is mainly on credit assessment for commercial intercourse.

It is offered by professional service agencies, usually known as credit checking company, which will conduct investigation and judgment on qualification and credit of the opposite party to provide reference on choosing business partner, signing contract, ascertaining payment method or dealing with overdue account and economic dispute for deciders. The first credit checking company in the world was set up at London, UK in 1830. After World War II, some countries around the world going through economic recovery reached a period of rapid development in the 1960s. With their trading volume at home and abroad largely increasing and trading scope daily extending, the business volume of credit checking on enterprises greatly expanded, entering an era of massive credit exchange. Another several decades passed, credit checking services in the developed countries have matured, forming a relatively perfect operating and law system and playing an important role in economic development and market order standardization.
