¡¡ What Enterprise Risk Management Is ¡¡ One rule in IT industry is, for a concept, whose definitions are directly proportional to its popularity. So is enterprise risk management. We can find no less than a dozen of defines for it. Here let us quote a definition from James Lam. Lam is an author, and a consultant as well. He claimed himself as the first Chief Risk Officer in the world (he firstly acted as CRO at GE Capital). He said ERM stood for the general management of business risk, financial risk, operational risk and risk transfer and making every effort to maximize shareholders¡¯ profit. That is to say, the theory of ERM increases enterprises¡¯ profitability through analyzing all internal or external risks for the enterprises and planning executive managing strategies to deal with the risk. These principles, often included in the definitions made by Lam or other people, are as follows:
1) Analyzing risk comprehensively: Standard language, measurement and tools are used in every ¡°independent departments¡± like IT, HR and Finance. Many finance departments has already owned risk management process, so this ¡°standard¡± is probably came from them. Meanwhile, Bill Sharon, CIO from McCann Worldgroup, an advertising company, borrowed a set of risk system that¡¯s developed by several Nobel-winner psychologists. The detailed information was described in the Against the Gods: The Remarkable Story of Risk, a book written by Peter Bernstein.
2) Analyzing risk for entire enterprise. It can not gather all risks each department faces in ERM, instead, it needs to collect all risks that¡¯s relative to each other and enterprise. Sherry Higgins works for FBI. She took charge of an IT project named Trilogy. One of the first tasks was to carry out the structure of ERM. However, she immediately realized a fact: it was unrealistic to have just four months before the deadline. Higgins said that risk that the project facing were obviously, but not the risk FBI facing. What consequence would occur if information analyst could not obtain the risk? What would it mean for FBI if I went to Parliament to publish this information? Goal of ERM was to handle various risks in and between the independent departments.
3) Analyzing risk on benefit angle. Risk can not be stated just from the potential influence one certain independent department facing but from the entire business. After Higgins decided to hire a manager for the Trilogy, she had to persuade Robert Mueller, Director of FBI. She didn¡¯t pay attention to the possibility of failure of the project, but gave an explanation that FBI could not begin to work without the manager. At last, she convinced him.
4) Analyzing risk on office angle. ERM was provided by administrative risk office to more and more enterprises with skills and resources that their CIO can not get due to no time or capital. A lot of risk exports though an enterprise can not be considered doing ERM without risk office. The role of CIO is the same as other leader of each independent department: to analyze its own risk and cooperate with other leaders in other departments and then confirm all risk existing in various business. CIO is just a supporting role in risk office but very usefulness.
5£©Analyzing risk on a vertical angle. Risk management is a sustainable behavior, not a regular process. Risk management is not a new thing and from a serial of recognized strategies. Quality management movement is the near relative of ERM. At that time, products quality got improved following vendors¡¯ adoption of quality standard. While ERM¡¯s ancestor is Game Theory, which was once awarded Nobel. This math method can optimize decisions making under complex environment and current risk management now still benefits from its principle.
You might have been doing some risk management in your projects, from some kinds of point, which has no difference from doing ERM. You can consider enterprise as a project. The new thing in ERM is the wider view in risk analysis and the ideal goal of managing entire enterprise¡¯s risks makes ERM a tough task. George Westerman, a researcher and scientist studying relations between ERM and information technology at MIT, said that we all wanted to try ERM, and we all think others are trying it, but not many people had tried it and nobody did a good job. ¡¡ CGFNS-CP ¡¡ Commission on Graduates of Foreign Nursing Schools (CGFNS) was co-established by American Nursing Association and National League of Nursing in 1977, under the requirement of the U.S. Department of Labor Home, United States Department of Health, Education and Welfare (now United States Department of Health and Human Service). The task of CGFNS is to examine the qualification for the nurses around the world with nursing education background, to ensure the qualified candidates to engage in nursing profession after they pass National Council Licensure Examination-Register Nurse (NCLEX-RN).
CGFNS-Certificate Program (CGFNS-CP) enables nurses with international nursing education background to seize the opportunity of passing the NCLEX-RN before entering America. More than 89% nurses holding CGFNS Certificate with international nursing education background have passed NCLEX-RN in each State since CGFNS launched its first examination in 1978.
CGFNS-CP is designed for licensed general duty nurses who are educated outside of America to have the opportunity of passing NCLEX-RN to get a license in nursing. CGFNS-CP has three exam contents: qualification check, knowledge examination (lasting for one day) and English proficiency test. Examinee who fully meets the requirements of these contents can acquire a CGFNS Certificate.
Now the nursing knowledge examination of CGFNS-CP annually holds three times in China, they are respectively in March, July and November. The examination is divided into morning part (2 hour and 30 minutes) and afternoon part (1 hour and 50 minutes).
Applicants for CGFNS-CP can submit the application form online or directly submit the written application to CGFNS. After the application got approved, the examinee will be informed the exact examination time and address.
