For the crisis of SARS in Beijing since March 2003, hundreds of investigators from more than 10 countries all over the world (such as the US, Canada, the UK, Australia, Ireland, Singapore, Malaysia and so on) have sent greetings and blessings to Steele, and they  are sure SARS must can be conquered by Chinese people.

On May 12, 2003, President of Steele Mr. Yang Hai was invited by Mr. Will Ray, the eastern region director of Oregon Association of Licensed Investigators, to be the member of the Association.

Honor of ABI members: ABI (The Association of British Investigators) awarded the glorious title – “the best investigator” to its member – Mr. Robertson from Scotland , who is also the member of WAD (The World Association of Detective). Congratulations to Mr. Robertson!

The 2003 Mid-year meeting of CII (the Council of International Investigators) was successfully held in Perth in western Australia , and there were approximately 100 investigative experts attending the meeting. The old friend of Steele – Ms. Nancy S. Barber gave a speech on the meeting.

During the Labor Day Holiday, Steele staff assembled at Steele Mountain Villa and enjoyed various of interesting activities, such as climbing the mountain, picking the fruits, BBQ, playing chess and cards and so on. All members had a wonderful holiday there in a pleasant atmosphere.

 

News from Association of Guangxi Insurance Industry: following the first insurance agency company established on April 2, 2002 in Guangxi, there are seven insurance agency institutions are approved to be established, which indicates that the insurance system of Guangxi Province is more and more consummate.

On May 12, 2003, No. 376 State Department Command publicized <Disposal Statute on Emergent Public Sanitary Events >. The Statute was approved by the 7th administrative meeting of State Department. The Statute has been in force since the day it was publicized.

Any evidence submitted in court is going to be challenged on three grounds: the legality of the seizure of the evidence, the integrity of the evidence (i.e., is it possible that the evidence has been changed in any way from the time the evidence was seized until it was introduced in court?), and the interpretation of the evidence. Follow consistent evidence impounding procedures to ensure critical protection of the evidence from impoundment through introduction in court. To maintain the document in the same condition as it was discovered: Do not fold, cut, staple, trim, or add notations to documents; Place all identifying marks on the packaging, not on the documents and retain the packaging to preserve the chain of custody; Document the chain of custody of the evidence completely and continuously.

Paper-and-ink documents are fragile and susceptible to damage or deterioration. Therefore, it is critical to gingerly handle and package documentary evidence. Package dry documents in either plastic or paper bags or envelopes. A dry document will not deteriorate significantly. However, wet documents present special challenges. Paper is nothing more than pulverized wood and glue so wet paper actually glues one page to another as it dries. Separating dried paper often destroys much of the evidence. Never attempt to dry a wet multi-page or folded document. Seal wet paper in an airtight plastic container or envelope, and submit it to the document examiner as soon as possible. The examiner will have the equipment to dry the document one page at a time without destroying evidence. Almost any kind of forensic examination may damage a document. Therefore, regardless of what type of evidence is sought, all documents should go to a document examiner first. A well-trained examiner will be able to inspect the document without destroying evidence.

The Tax Identification Number or “ 95” number of the insured business;

Identify the policy inception date and how soon after the claim occurred and compare representations made in the policy application regarding the number of employees and their job descriptions with the circumstances of the claim.

For possible claims fraud, identify all people involved in the loss and determine if they are who they say they are.

Check all claims databases as well as state civil and criminal databases.

Take recorded statements, examinations under oath and/or depositions of the involved persons to determine if the stories are consistent and whether they make sense.

Evaluate the injuries, treatment and bills, at a minimum by requesting medical records and underlying bills; narrative reports, x-rays or imaging tests; evaluate whether the CPT billing codes comport with the description of the treatment reported by the claimant.

Determine whether the timing of the claim is suspicious (such as, shortly before termination, layoff or strike.
