fulfill the rules for unified record on land trimness and reclamation
projects (LTR projects) and enhance the supervision and management, the
Ministry of Land and Resources issued the Notice
on Matters of Unified Record on LTR Projects. From January 1, 2009,
all classes of LTR projects accepted by agents of Ministry of Land and
Resources shall be reported to the ministry for filling. All the files
shall be reported directly and assorted by network through the report
system of LTR projects. A unique series number, as a valid warrant for
all levels of land and resources departments on projects confirmation
and cultivated land balance, will be assigned to the regular file
automatically by the system. |

Eight Ways to Identify the Authenticity of Property Right Certificate
Recently, the fraud on Property Right Certificate appeared during the property transaction, some people forged and utilized the certificates illegally. Expert stated that there were eight ways identifying the authenticity of the certificate. 1.
Check the Cover The cover of an authentic Property Right
Certificate is hard and textured, you can feel the unevenness on the
surface, the color is bright (carmine), and the font and texture are
sharp and clear; the cover of the forged certificate is lighter and
smoother, the color is darker and the cover was softer. 2.
Check the paper The inner pages of the authentic certificate
are professional watermarked papers similar to the watermark used for
paper money. There are two kinds of graphics, villa and mansion, which
can only be recognized at the light, similar to the watermark head
portrait on RMB paper money. The watermark in the forged certificate is
slur. The paper of the authentic certificate is glazing and the sound is
clear and sharper when you shake the paper, while the feeling of forge
paper is loose and the sound cloudy. 3.
Check the anti-forgery shade There is the relief Chinese characters of
“房屋所有权证/ Property Right Certificate” typed on the authentic
certificate, which has a strong viewing and the characters are clear and
easy to recognize. While the color layers of the forged certificate is
gloomy and clutter. 4.
Check the seal of the issuing authority The official administrative seal of
“***Municipal Bureau of Property Management” of machine red printing
is attached on the first page of the real certificate. As the paper of
the forged certificate is thin and light, the trace of the seal could
easily be seen on the back of the page. 5.
Check the registration number The registration number of the construction
is machine printed on the bottom of back of the cover, which is linear
and touchable. The registration number of the forged certificate was
stamped by hand carved signet which is untouchable. 6.
Check the binding The stitching of the pages of the authentic
certificate is tight, while the pages of the forged certificate are
fastened with glue and the stitch is easy seen. 7.
Check the remarks The remarks of the authentic certificate on
the third page include the source of the property and the apportioned
area etc. The some of the remarks of the forged certificate are blank. 8.
Check the drawing The drawing paper of the house organization
shown in the authentic certificate is special use paper, which are much
thicker, while the drawing paper of the forged certificate is thinner
which is similar to the thickness of a general A4 paper. |
