2008 Council of International Investigators (CII) AGM will be held on August 26-30, 2008 in Marriott Halifax Harbourfront Hotel, Halifax , Nova Scotia , Canada . Mr. Hai Yang, President of Steele received the invitation of the meeting.

At present, vice-president of People¡¯s Bank of China disclosed that the Credit System of People¡¯s Bank of China has embodied 600 million personal credit records. The goal of the Credit System is to build a Credit System contained credit record of everybody. The center of Credit System also provides personal credit report for each individual. Without the permission of the individual, anybody else has no right to check the credit report of the individual.

After 5 years routine, Bank Guarantee Enterprise Bond finally meets an end.Bank Regulatory Commission recently issued ¡°Notice on Efficient Providing Guarantee Risks of Enterprise Bond¡± to the commercial banks. It demands that each bank stop guarantee for enterprise bond especially project bond. It means that the publishing of enterprise bond is going to detach from commercial bank and return to enterprise self-credit.  

Management Humanization is not Indulgence

Some enterprises gain great effort during the development of humanization while some enterprises fall into a misunderstanding. Someone may think strict enterprise management, strict examination and strict operation instruction are too inflexible and do not accord with enterprise humanization. Humanization almost becomes the shield of employees who ignore the enterprise regulations. They consider the humanization management a big container which can charge everything. The fact is that Humanization does not mean abandon of strict management or discount of evaluation system. It means more attention to the humanization during the strict management and presence of the soft management. Strengthen of the rigid management is the real reflection of humanization and the maximum care to the employees.

The regulations seem always conflict with human feelings. One can not survive with the other one existed. To the enterprise managers, ¡°rigid regulation, soft management¡± means constraint with regulation and influence with humanization. This is the high level of enterprise management.

Just as Jiacheng Li suggested, we should combine the human feeling and regulation management, give full play to the subjective activity and creativity of the employee and encourage the incentive of the employee and that will keep the vitality of the enterprise. This is the requirement to the developing of an enterprise in knowledge age

By the meaning of management, it is the management of human being, namely the control of human behavior. There are two sides of the management. One is controlling which is the hardness of management. It is the strict execution of regulations, whole respect of supervise and careful examination. The other one is coordination which is the softness of management. It is the coordination of both human and material resources based on human feeling, thought and values. The reason emphasizing the humanization is that we have been tend to controlling but ignored the coordination for a long time. This is not the real management. Meanwhile, we can not give up controlling and reverse to coordination completely. The correct way of management is combining the controlling and coordination during the enterprise management. Make controlling more reasonable and more humanistic.

Taking the initiative of humanistic management does not mean liberalization, weakness or indulgence. If unilaterally emphasize the humanization and ignore the restriction of employee, the humanistic management would become indulgent management and the enterprise would be a mess.

How to avoid indulgence during the exertion of humanization?

First, one should understand the exact entity of humanization. Humanization management should be base on regulations. Let each employee feel the humanization through the management, and then obey the regulation consciously and strictly.

Second, one should master the method of humanization management. While build a scientific and efficient managerial system, one should consider the nature of human being and orient the behavior and habit of the employee to a correct direction. An encouragement, a kind remind or a significant activity, any one of them is a reflection of humanistic management.

Third, one should correct the awareness of the employee on humanization. The orient of the employee is decided by the call of the leaders. Considering indulgence of the violation behavior the respect to the employee is actually the wrong leading of humanistic management. The kind remind instead of punishment will reverse the humanization to liberalization, weakness even indulgence.
