By the invitation of the President of International Investigators Network ( IIN) - Mr. Matthias Willenbrink, Steele, Hai Yang, President of Steele,joined IIN on February 20, 2003 and is the only member from China .

On March 4, 2003, Steele became the member of Beijing Municipal Chamber of Commerce.

 In order to strengthen relationships between Steele and its clients, Steele held a breakfast gathering in Beijing Huixin International Club on March 25, 2003.

By the invitation of the Capital Managing Department of China National Chemicals Import and Export Corporation, Steele will give a training course on anti-fraud to the employees of the corporation on March 26, 2003.

By the invitation of Beijing Normal University, the President of Steele will give a lecture to its on-the-job graduate students of 2003 informatics department, and the subject of the lecture is <Collecting and Application of Important Clients’ Information>.

Development Research Center of the State Council (GFC) subscribed a comprehensive cooperation agreement with the USA Institute for CPCU（AICPCU／I－IA），since 2003, it will completely popularize practice qualification authentication test of none-life insurance in accordance with related regulations of the government. 

Beijing Local Taxation Bureau has put the Taxation Examination Admittance System in practice since March 1, 2003. <Measures on Implementing Admittance System in Taxation Examination> regularizes such important principle that “no examination without evaluation” with the exception of special cases or cases given by the superior or delivered from government departments.

On March 13, 2003, Beijing Justice Bureau held a press release meeting in the association with Beijing Bar Association. Beijing Bar Association will establish a series of Lawyers Credit Information System, by which the lawyers who have “taint record” for getting out of line will be public, and <Administrative Methods on Beijing Lawyers Credit Information System> will also be issued in a short time.

The International Bar Association starts up the Global Long-distance Education Project in 2003, which mainly includes the required courses of commercial law. The International Bar Association Certified Diploma will be awarded to the qualified persons and the diploma is approved by English and Welsh lawyers academies. The lawyers who finish five courses will become the “International Bar Association Scholar”.

Shengda Investment Corporation trusted Steele to investigate Yongming Company who is Shengda’s investment and refused to pay stock bonus to Shengda unexpectedly in 2000. By analyzing the materials, our investigators focused on two companies who were related to Yongming’s purchase. Choosing the purchase price of Yongming as the starting cause, the investigators did the field investigation into the two companies confidentially. Four days later, the investigators possessed the prices of five important products purchased from the two related companies, and the investigators also bought the raw materials at the price lower than the market price from the two companies, and the receipts were also obtained. By that time, the investigation was completed successfully and Steele protected the shareholder’s benefits.

Identify the policy inception date.

Identify the coverage purchased and the manner of payment.

Obtain and record the names, addresses and telephone numbers of every person involved in the claim and the relationship of each to the insured and the claim.

Check all claims databases for the claims history of the people and property involved in the loss.

Check all civil and criminal data bases for a background on the insured.

Take recorded statements, examinations under oath and/or depositions of the involved persons to establish that the stories are consistent and make sense.

Obtain proof of ownership of the involved property to determine if the property is owned by the person making claim, whether it was purchased shortly before the claim, whether it was purchased from an identified or unidentified source, and the condition of the property when it was purchased. 

Review the policy application to determine the truth of the representations made.

Demand a sworn proof of loss so that the insured’s claim is presented under oath and subject to all the penalties of perjury.

 If a fire claim evaluate the cause and origin of the fire and determine if it is necessary to retain a fire cause and origin investigator or other specialists.
