<Rule of Conducting Administration Cases Process for Public Security Department> will be put in practice on January 1, 2004, which was issued by The Ministry of Public Security. The Rule indicates that collecting of evidences of whether one person is illegal or the degree of his illegal action must be done under the legal process. Inquisition by torture, extort a confession, threatening, alluring, deceiving or other illegal ways during the interrogating is strictly prohibited or else the evidences cannot be used.

<Rule of Litigation Risk Cue> has been fully put in operation since August 1st. Some important issues of the litigation process are suggested by the Rule, thus helping the parties avoid some problems that may be caused because of lack of litigation process knowledge. 

<Temporary Measure of Carrying Foreign Currency In and Out Border> allows the individual with the maximum of 5000 dollars and without checking foreign currency payment warrant and securities when passing the custom.

<Legal Aid Regulation>, the first national legal aid regulation in China, has been put in practice, which prescribes that legal aid is the government responsibility who should offer poor people legal aid.

One technology company faxed us a document to claim that its long-term business partner with a good reputation before had defaulted them for a year. So the company wanted Steele to help it do the further investigation on its partner.

During the investigation, the investigators of Steele found that there were three times shareholder alterations from 1999 to 2000, and at the last time, eight shareholders changed to two individuals. According to the above situation, Steele realized that the company has become a high risky client. Assets investigation results were one car (belonged to the company) and a rented office with simple equipment. However, there was no litigation record of the objective. So Steele reported its client the fact and suggested that it was better to take some countermeasures as soon as possible, or else the loss cannot be avoided.

China Insurance Regulatory Commission will broaden the insurance area larger since October 1, 2003.
