Below is a brief introduction on the business database search regarding individuals and enterprises in Hong Kong, Macao and Taiwan.
Due to strict protection on privacy in Hong Kong , Macao and Taiwan , the personal information such as identity information, family, education and employment are not open to the public. However, it does not mean that the due diligence investigation in these areas is unavailable. Based on Steele’s experience, large quantities of information could be obtained from databases with the personal authorization. Take Hong Kong for example, with the personal authorization or accompanied by the party involved, the identity information, education and litigation, etc. could be checked at the local authorities. If you are getting a headache about the investigation in these areas, contact the party involved, and the assistance from him/her will help you out of the dilemma.
Subsequently let’s talk about the enterprises‘ due diligence inquiry in Hong Kong , Macao and Taiwan . In the light of local developed economy and frequent international trades, the credit systems in these areas were established relatively earlier and have been comprehensive compared to Mainland China . The enterprise registration information is open to public, and common citizens could access to many databases. The business database resources in Hong Kong are most abundant among the three areas. The general business registration information, such as finance, mortgage, liquidation, civil litigation, etc. is available. In contrast to Hong Kong, the public information in Macao is less. Only basic registration information and civil litigation are open for inquiry. Besides, such information check is more convenient for local citizens. As for Taiwan , though the database construction is mature, many databases are not open to the Mainland because of the tense cross-strait relationship. However, with its good cooperative resources in Taiwan , Steele is able to obtain information required fast and conveniently, such as general registration information, litigation and financial information. With increasing close ties between Taiwan and Chinese Mainland, we believe that the business databases will be open to Mainland gradually.
Though the database inquiry in Hong Kong, Macao and Taiwan is convenient, we could not rely on it completely. Deep investigation based on the database search is necessary before investment or cooperation. For example, registering a company in Hong Kong is quite easy. Some companies, without actual operational address and business activities, are registered with a few of Hong Kong dollars and rely on secretary corporate answering calls and receiving emails. For such companies, field investigation is quite necessary to assess and avoid risks.
